Hydrocom Limited operates with clear lines of authority, documented policies, and governance frameworks aligned with the requirements of our international development finance partners.

Organisational structure

Line of command

All executive decisions flow from the Board of Directors through the Managing Director, George Lawson, who holds overall executive authority for project oversight, client relations, and technical sign-off. Below the Managing Director, the firm operates through three distinct departments with clear reporting lines.

Finance & Administration handles financial controls, procurement, HR compliance, and statutory reporting. Technical Operations covers engineering design, site supervision, quality assurance, and subcontractor management — staffed by site engineers, geologists, geodetic engineers, and technical specialists. Projects & Contracts manages tender preparation, contract administration, scheduling, and client reporting through project engineers, a quantity surveyor, and community liaison.

Policies in force

A documented set of policies governs operations across all Hydrocom projects, each developed to align with the requirements of World Bank, DANIDA, CIDA, UNDP, and UNHCR funded programmes. Our Human Resource Policy governs employment practices, staff welfare, and labour compliance in line with the Ghana Labour Act. The Finance & Procurement Policy establishes financial controls, procurement procedures, and accountability standards for all project expenditure. Our Health & Safety Policy defines on-site safety protocols, hazard management, and HSE obligations across every project, while the Child Protection Policy ensures safeguarding standards are met on all projects — a requirement for UNHCR, World Bank, and other development finance clients.
